Pierce Armor: Melee aggro skill w/ minor breach. must have to tank
Heroic Slash: good to have for minor maim & Heroism
Dark Cloak: minus incoming damage as well as a heal based of max health
Refreshing Path: AOE heal plus speed buff
Swallow Soul: Magic damage plus a % heal of the damage done (Can be flexed out for Resolving Vigor)
Ult: Shield Discipline: auto block for 8 seconds plus sword & shield abilities are free
Inner Rage: Ranged aggro skill plus damage
Mirage: minus incoming damage shield & resistance boost
Elemental Blockade: AOE damage absorb plus frost damage
Mass Hysteria: AOE fear
Silver Leash: ranged chain ability pulling a mob to you. can inturrupt as well as soft taunt (2 second aggro)
Ult: Bolstering Darkness: massive AOE heal and minus incoming damage
it is understandable that you will not have all of these skills & passives opened as you level...these are the goals to be able to base Tank. Some skills can be swapped out for damage skills if you are soloing or leveling specific lines. Open your passives as you can. Get your undaunted line opened as soon as you can to get your inner Rage as it is a primary ranged taunt for tanking.
This build is really a great way to move into trials. This setup can be used as a main end game for both dungeons and trials. Eventually you can swap pieces out if you like for trial gear such as Yolnahkriin, Saxhleel, Alkosh, etc but ultimately this set will work for both.
Tremorscale is a good tank monster set all around due to the enemy debuff on taunt. Encratis's Behemoth from Black Drake Villas is another Monster set to work towards
Ebon is not as useful at end game as it used to be but still can be a useful starter set while working towards other sets.
Drake's Rush is a great set for ultimate regen and being the Necromancer has multiple ways to increase their Ult regent, this just adds to the ability
The Nightblade tank is not the most popular or requested tank in ESO. They are a lot of fun and have some good self healing and abilities to keep themselves alive, they can stack health very high and keep their incoming damage at a minimum. The downfall is they don't bring much to the group and their resource usage can be quite high. Overall they are an enjoyable class, but not the most preferred over other tanks
There are a few different builds you can do for beginner sets. This set worked very well for leveling through dungeons until getting up to CP160 and getting higher end gear.
Recommend going 7 heavy
Regarding skills, I find that going as a stam/mag DPS for a bit to open up the skill line can be beneficial if you find you are having issues tanking at early levels. NBs do not have the best tanking ultimate abilities so trying to do the PVP intro quests in Cyrodill to get warhorn would be ideal...if not, the ultimates provided can work.
There are alternatives if you are having issues with crafted sets. Plague Doctor and Bog Raider are good alternative sets if you cannot craft, but if you can build an optimized crafting set you will be in great shape.

There are many different trial builds when it comes to end game. At this time, this build is focused on normal trials and not as much Vet Hard Mode. I have posted what have felt is an optimal build for me and have completed majority of the trials with this build. There may be situations where you swap out set pieces and you should do that, but this post is an overall tank build that will handle many if not most situations.
