it is understandable that you will not have all of these skills & passives opened as you level...these are the goals to be able to base Tank. Some skills can be swapped out for damage skills if you are soloing or leveling specific lines. Open your passives as you can. Get your undaunted line opened as soon as you can to get your inner Rage as it is a primary ranged taunt for tanking.
Pierce Armor: Melee aggro skill w/ minor breach. This is a must have for tanks as it is your primary melee taunt.
Hungry Scythe: AOE damage plus nice heal that scales off your max health you get additional heals off of multiple targets so it is good to use for some damage and to keep you topped off on health (note. Ruinous scythe is also an option, I swap between both at times so that I am not heavy weighting on magicka or stamina)
Beckoning Armor: Resistance Increase plus pulls ranged enemies to you. Creates a corpse for ult regen and heal. Corpses are consumable upon death and can be any fallen enemy or even a friendly. When your ultimate is down, consume corpses as you can using necrotic potency.
[Flex] Unnerving Boneyard: Damage plus Major Breach. Damage Synergy for additional frost damage.
(note: I will flex these out for additional skills if needed.)
Necrotic Potency: Consume corpses for fast ultimate regen and heal over time. minus damage while slotted.
Glacial Colossus: as your frontbar Ultimate: Large Damage AOE and enemy debuff This is a very strong ultimate as you can regen ult very quickly as a necro and even faster with certain gear. The +damage taken debuff on enemies is great for heavy damage bursts for the DPS in your groups and can be used very often with Necros.
Note: You can swap out Unnerving Boneyard for Expunge and Modify for lower cost of abilities, negative effect removal, and resource regen.
Inner Rage: Ranged aggro skill plus damage. This is your main ranged aggro skill so this is a must have for your back bar.
Elemental Blockade: AOE damage absorb for projectiles plus frost damage and a way to apply your backbar enchantment. This is for you and your group so keep this up as much as you can.
Spirit Guardian: NPC heal pet that absorbs % of damage taken. This also increases your magicka regen when active so keep him up all the time if you can
Empowering Grasp: AOE ground ability. Snare, immobilize, and stun plus major maim to enemies, and buff to pets. This is a huge skill and one you definitely want on your bar as it is a crowd control as well as applying Minor Maim to all enemies in the path of the attack while supplying your group members with Empower to boost their Light and Heavy Attack damage.
Silver Leash: ranged chain ability pulling a mob to you. can interrupt as well as soft taunt (2 second aggro)
Ult: Aggressive Horn[Flex]: 10% boost to your and your group members' Magicka and Stamina resources, and gives + 20% Critical Damage to all allies in a 20m area for 10 seconds.
Aggressive horn is flexed out in case you are using Saxhleel Champion as it gives the same buff on ultimate. You can swap this out for Barrier, Shield Wall, Goliath, or any other ultimate that can be used regularly (I don't recommend renewing animation in this spot due to the fact that it is situational on use)
There are alternatives if you are having issues with crafted sets. Plague Doctor and Bog Raider are good alternative sets if you cannot craft, but if you can build an optimized crafting set you will be in great shape.
There are a few different builds you can do for beginner sets. This set worked very well for leveling through dungeons until getting up to CP160 and getting higher end gear.
Recommend going 7 heavy
I actually have multiple sets of tanking gear for different trials/dungeons but this is my go to for a lot of my tanking. Claw of Yolnahkriin is your goal. It comes from Normal Sunspire so you do have to get into Trials to acquire it, but the trial is run pretty often by pug groups and not extremely difficult to complete.
It is a taunt based set bonus so it applies the buff regularly which buffs the weapon and spell damage of your group.
Crimson Oath is a newer set that came out with Waking Flame in Q3 of 2021. It effectively replaces Roar of Alkosh with a higher benefit. This is my recommended go to
Saxhleel is another raid set from Rockgrove, and this set is a good one because of the Necro ultimate regen.
Effectively you can replace Aggressive Horn for another ultimate like reanimate if you have this build as the ultimate use provides the same buff. For some instances, such as off-tank, you can run Saxhleel and Arkasis for even faster ultimate regen and fire off your ultimates more often.
Encratis’s Behemoth is a very good set for dungeons where flame damage is primary, but even if it isn’t, the set is still strong because it increases enemies flame damage taken as well. An alternative would be Earthgore but it can be difficult to acquire. If Earthgore is out of your reach, The Troll King can be a good alternative as it is similar, but instead of removing effects and creating a direct heal, Troll King increases the health recovery of the target. Smaller heal, but still helpful.
For powerful assault: make note that you will have to have an assault skill up on your bar. Recommendation is Resolving Vigor
The Necromancer tank can be a very popular and very powerful in groups. Necromancers can have a very high ultimate regen, self synergies if needed, strong self heals, and powerful debuffs.
Necros can be a bit tricky as they tend to be a resource hog and their heals can be rough as they require a nearby enemies or corpses to use as a regen heal
for attributes I go for a balanced Health/Magicka build. The Necromancer can be very magic heavy on the skills so building this out still gives you above average health pools w/ food buff and a decent magicka pool. Adding spirit mender to your skill rotation will also increase your magicka regen. You can use a bit more stamina in this build, however it is much quicker to use heavy attacks with your front bar sword & Shield than swapping to your back bar to try to regain magicka.

Ebon is my choice because the dungeon you need is one you can run with a fairly simple group. Leeching would be second as it is a bit less useful to the group but easy to obtain. Crafted tank sets are also an option. Ebon is not as useful to group as it has been in the past but it is still a useful beginner tanking set that can help you move into additional sets
Leeching would be a good second as the dungeon is not overly difficult on normal and the set allows you to do some damage via the 5 set bonus. Arkasis and Crimson would be my last choices as the armor sets are very good for beginner and even intermediate tanking, the dungeons are a bit more difficult for beginner groups and longer for gear farms. Keep in mind that Crimson/Leeching are sets that you want to replace as they offer nothing to your group
There are many different trial builds when it comes to end game. At this time, this build is focused on normal trials and not as much Vet Hard Mode. I have posted what have felt is an optimal build for me and have completed majority of the trials with this build. There may be situations where you swap out set pieces and you should do that, but this post is an overall tank build that will handle many if not most situations.
